Yes, it stands to reason that the only answer could be it had to be his sister because there were no other families around in the very beginning. It wasn’t a sin then because there was NO other choice but now there’s no excuse to have sexual relations with a sibling in order to procreate or any other reason. But people still do it; men commit incest with daughters, brothers with sisters, etc, and it’s a disgusting practice. Some may even use the excuse that Cain commited incest with his sister but I doubt it would have even been called incest way back then, BEFORE it was a sin in Gods eyes; it was part of Gods plan to populate the world but He didn’t intend it to be practiced forever…..Once families started multiplying there was now a choice and no longer did they need to stay within their own immediate family to produce offspring.
